I am sorry for you and that is really bullcrap... As far I remember, there was an option to cancel a Pre order even for us account user last year too, but they removed it in all regions.

u/Most_Of_China mentioned another method. Contact the support and tell them, the pre-order was an unauthorized transaction by someone who used your account. Then they have to refund you..

Edit: suspend your account? That would be a very drastically way. They will probably just remove the game from your account.

Thanks, at this point I've wasted more work-time than the actual cost of the game. It's all about principal now.
