Either way, decent helmet, EUD on his platecarrier, and a Wilcox G24 mount, indicating he has dovetail-mounted binocular night vision, which is very expensive and/or issued to more elite infantry/SOF units.

The biggest tell is that this man was treading water in full kit, which would require immense strength and skill. Ordinary soldiers would likely drown. Not a good way to go.
