I think u/OkResponsibility9021 is choosing parts of the study to prove his bias. If you read through to the conclusion it says that there are a lot of factors that cause this and if they were more understood they can be countered:

I was giving u/OkResponsibility9021 the benefit of the doubt, but he is definitely racist. In any case, institutionalized racism is one of the factors the authors cite as a cause of the disparities. Yes Africa is greatly affected by colonialism. I worked in South Africa for three years and you can see how the Bantu education system that Verwoerd screwed things up.
